Owing to the publication of the latest data about aircraft crashes by Nuclear Regulation Authority (NRA), it was necessary to re-evaluate the probabilities of aircraft crashes for Nuclear Science Research Institute (NSRI). By using of the assessment method provided in "Regulatory Guide of the Assessment Standard for Probability of Airplane Crash on a Nuclear Power Reactor Facility", we re-evaluated the probabilities of aircraft crashes against the nuclear facilities in NSRI. As a result of the evaluations, the sum of the probabilities of aircraft crashes against Waste Treatment Facilities (maximum probability among all nuclear facilities in NSRI) is 5.6810 (times/(reactor year)) which is lower than 10 (times/(reactor year)) that is the assessment criterion whether aircraft crashes is considered to be "anticipated external human induced events" in design basis or not.

This report presents results of the investigations on the distribution-mapping project of radioactive substances owing to TEPCO Fukushima Daiichi Nuclear Power Station (FDNPS) conducted in FY2022. Car-borne surveys, a measurement using survey meters, a walk survey and an unmanned helicopter survey were carried out to obtain air dose rate data to create their distribution maps, and temporal changes of the air dose rates were analyzed. Surveys on depth profile of radiocesium and in-situ measurements as for radiocesium deposition were performed. Based on these measurement results, effective half-lives of the temporal changes in the air dose rates and the deposition were evaluated. Score maps to classify the importance of the measurement points were created, and the factors causing changes in the score when monitoring data from multiple years were used were discussed. The range of fluctuation of past tritium concentration data in seawater was determined, and the causes of the fluctuation were discussed. Monitoring data in coastal area performed in 2022 owing to the comprehensive radiation monitoring plan was summarized, and temporal changes in cesium-137 were analyzed. Using the Bayesian hierarchical modeling approach, we obtained maps that integrated air dose rate distribution data acquired through surveys such as car-borne and walk surveys with respect to the region within 80 km from the FDNPS and Fukushima Prefecture. The measurement results for FY2022 were published on the "Database for Radioactive Substance Monitoring Data", and measurement data were stored as CSV format. Radiation monitoring and analysis of environmental samples owing to the comprehensive radiation monitoring plan were carried out.

Times Cited Count:0 Percentile:0.01(Nuclear Science & Technology)A novel monitoring method for the quantitative visualization of 3D distribution of a radioactive plume and source term estimation of released radionuclides is proposed and its feasibility is demonstrated by preliminary test. The proposed method is the combination of gamma-ray imaging spectroscopy with the Electron Tracking Compton Camera (ETCC) and real-time high-resolution atmospheric dispersion simulation based on 3D wind observation with Doppler lidar. The 3D distribution of a specific radionuclide in a target radioactive plume is inversely reconstructed from line gamma-ray images from each radionuclide by several ETCCs located around the target by harmonizing with the air concentration distribution pattern of the plume predicted by real-time atmospheric dispersion simulation. A prototype of the analysis method was developed, showing a sufficient performance in several test cases using hypothetical data generated by numerical simulations of atmospheric dispersion and radiation transport.

This borehole investigation was carried out to confirm the validity of the distribution of low flow areas deep underground estimated based on the geophysical survey in FY 2020, as a part of an R&D supporting program titled "Research and development on Groundwater Flow Evaluation Technology in Bedrock" under contract to the Ministry of Economy, Trade and Industry (2021, 2022 FY, Grant Number: JPJ007597). The borehole name is Horonobe Fossil seawater Boring-1 and is referred to as HFB-1 borehole. HFB-1 is a vertical borehole drilled adjacent to the Horonobe Underground Research Laboratory (URL), which was drilled from the surface to a depth of 200 m in FY2021 and from a depth of 200 m to 500 m in FY2022. This report summarizes information related to the drilling of HFB-1 and various data (rock core description, geophysical logging, chemical analysis, etc.) obtained from the borehole investigation.

Times Cited Count:2 Percentile:50.96(Nuclear Science & Technology)One of the major subjects for evaluating the corrosive conditions in the PWR primary coolant was to determine the optimal hydrogen concentration for mitigating PWSCC without any adverse effects on major structural materials. As suitable procedures for evaluating the corrosive conditions in PWR primary coolant, a couple of procedures, i.e., water radiolysis and ECP analyses, were proposed. The previous article showed the radiolysis calculation in the PWR primary coolant, which was followed by an ECP study here. The ECP analysis, a couple of a mixed potential model and an oxide layer growth model, was developed originally for BWR conditions, which was extended to PWR conditions with adding Li (Na) and H effects on the anodic polarization curves. As a result of comparison of the calculated results with INCA in-pile-loop experiment data as well as other experimental data, it was confirmed that the ECPs calculated with the coupled analyses agreed with the measured within 100mV discrepancies.

This study developed a geobotanical remote sensing method for estimating high water table areas such as groundwater discharge points using differences in the growth conditions of forest trees induced by moisture supply from groundwater in a humid warm-temperate forest area. A new vegetation index (VI) termed AgbNDVI (Added green band NDVI) was proposed to discriminate the differences. The AgbNDVI proved to be more sensitive to water stress on green vegetation than existing VIs: SAVI and EVI2, and possessed a strong linear correlation with the vegetation fraction. To validate the proposed method, a 23 km study area was selected in the Tono region of Gifu Prefecture, central Japan. The AgbNDVI values were calculated from atmospheric corrected SPOT HRV data. To correctly detect high VI points, the influence factors on tree growth were identified using the AgbNDVI values, DEM and forest type data; the study area was then divided into 555 segments according to combinations of the influence factors: elevation, slope gradient, slope aspect and forest type. Thresholds for detecting high VI points were defined for each segment based on a histogram of AgbNDVI values. By superimposing the high VI points on topographic and geologic maps, most of the high VI points are clearly located on the concave/convex slopes and near the geologic boundaries prone to groundwater runoff. In addition, field investigations support the correctness of the high VI points, because the growth increments and biomass of trees () are greater than at points other than the high VI points, and they are located around known groundwater seeps and in a high water table area. Consequently, the proposed method can be expected to provide useful information for characterizing hydrogeological structures by combining with conventional photo-geological interpretation.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2020. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2018, this report summarizes the research results of the "Development of thin SiC neutron detector with high radiation resistance" conducted from FY2018 to FY2021 (this contract was extended to FY2021). Since the final year of this proposal was FY2021, the results for four fiscal years were summarized. In the works for debris retrieval, it is required to install subcritical surveillance radiation monitors that can surely work for long time under extremely high gamma-ray radiation environment. However, there have been problems such as remote control of conventional neutron detectors is difficult because heavy radiation shields are needed.

Before construction and after operation of nuclear facilities, environmental consequence assessments are conducted for normal operation and an emergency. These assessments mainly aim at confirming safety for the public around the facilities and producing relief for them. Environmental consequence assessments are carried out using observations/ measurements by environmental monitoring and/or model predictions by calculation models, sometimes using either of which and at other times using both them, according to the situations and necessities. First, this report investigates methods, roles, merits/demerits and relationship between observations/measurements and model predictions which are used for environmental consequence assessments of nuclear facilities, especially holding up a spent nuclear fuel reprocessing plant at Rokkasho, Aomori as an example. Next, it explains representative examples of utilization of data on observations/measurements and results on model predictions, and considers points of attention at using them. Finally, the report describes future direction, for example, improvements of observations/measurements and model predictions, and fusion of both them.

The present study aims to the development of a collision-tolerant robotic manipulator with the mechanical variable impedance actuators in an unknown environment. Another research target is the system architecture of an artificial intelligence-based control method for efficient exploration and decommissioning. In addition to conducting an investigation in the area deep inside the aperture, which has been difficult with conventional investigations, we aim to recover pebble-shaped fuel debris at the bottom of the pedestal using a gripper at the tip of the manipulator.

Since the occurrence of the accident at the TEPCO Fukushima Daiichi Nuclear Power Station, the Japan Atomic Energy Agency (JAEA) has been conducting a series of car-borne survey over a wide area in the eastern part of Japan using the monitoring system KURAMAII. In this report, outline of the car-borne surveys are summarized and the following characteristics of the temporal changes in each prefecture and region were investigated using the measured data obtained from 2012 to 2019; 1) Average and maximum values for each prefecture for the six years from 2014 to 2019, 2) Average values for each prefecture from 2012 to 2019, 3) Average values for each evacuation order area category, regional category, and northern Soso-area municipality in Fukushima Prefecture from 2012 to 2019, and 4) Average and maximum values for each municipality in each prefecture for four times (at almost two-year intervals) of the measurement results from 2012 to 2018.

We measured count rates and air dose rates at 11 measurement points where the influence of the Fukushima Dai-ichi Nuclear Power Plant accident could be ignored to obtain parameters for a background equation applying to KURAMA-II loaded with the high sensitivity CsI(Tl) detector, C12137-01. It was found that the sensitivity of KURAMA-II (C12137-01) was about 10 times or more for background measurement, compared with KURAMA-II loaded with the standard type CsI(Tl) detector, C12137. A background equation for the energy range of 1400-2000 keV was determined as, y (Sv/h)=0.062 x (cps). We evaluated background air dose rates using KURAMA-II (C12137-01) for 71 municipalities and compared them with the previous study using KURAMA-II (C12137). Evaluated background air dose rates in this study were almost equal to those in the previous study. We confirmed that the background equation evaluated in this study was applicable for the KURAMA-II (C12137-01).
